Programme

The National Guideline System (SNLG) is the result of an agreement signed in 2006 between the Health Ministry's Directorate - General of health programming and the Italian National Institute of Health (ISS)

The aim is to promote evaluation processes and to improve the creation of diagnostic and therapeutic paths through the elaboration of guidelines, orientation documents and consensus conferences on priority clinical issues. This website is the means for disseminating these documents.

The operations centre

It is based in the Clinical epidemiology and guidelines Division of the National epidemiology, surveillance and health promotion centre (CNESPS) of the ISS and answers to a Health Ministry strategic committee. The ASL 6 of Livorno, the healthcare effectiveness evaluation centre of the USL of Modena and the Italian Cochrane Centre also participate to the programme.

Aims of the programme

The main purposes are:

improving the appropriateness, on the part of Regions, favouring the conscious, responsible, efficient and appropriate use of available resources
improving healthcare quality
improving health professionals education and training.

Articulation of the programme

The programme has been designed following the international methodological standards on the planning, elaboration and creation of guidelines. It is divided into four main branches:

scientific activity, including the updating of evidences in previously issued guidelines and creation of new guidelines;
information, including the creation of a virtual network made of health professionals, administrators, scientific societies and patients' and citizens' associations, which will become concrete through the creation of a four-monthly newsletter, a forum focused on each guideline, the thematic census of national guidelines, the updating of the international comparative database, the elaboration and dissemination of the version for general public of each guideline;
training, including the organization of professional courses committed to the selection and methodological evaluation of all studies emerging from the performance of research and data mining strategies, and training health professional to the use of guidelines through lifelong distance and residential learning;
Implementation, including the collaboration between regional and local health institutions to monitor regional and local Italian health governance variability in the application of guidelines, and evaluate its potential causes.
